He holds a Diploma in Community Law from the Centro de Estudios Europeos of the Universidad de Alcal\u00e1 de Henares. <\/p>\n<p>He is also a member of the Legal Corps of the Ministry of Defense. Diploma in Aeronautical Law (Ministry of Defense, 2011 \"Public-private collaboration in the financing of aeronautical structures\"). <\/p>\n<p>Carlos has extensive experience in the field of Public Administration, having served as legal advisor in the Navy, the Air Force and the Central Body of the Ministry of Defense, mainly in the areas of public procurement, administrative and property law. He has served as Deputy Maritime Judge of Ferrol, and of Vigo and Bilbao in extension of jurisdiction. <\/p>\n<p>He has 20 years of professional experience in the field of law, both in litigation and legal advice.
